The radio announcer invariably says, "A group has claimed responsibility for yesterday's bombing..."

No one is 'responsible' for a bombing.

Bombings are not the acts of responsible people. Say rather that, "A group accepts the blame for yesterday's bombing..."

Or maybe it's just my perception of the word 'responsible'. To me it connotes a positive value judgement. Was the Reverend Martin Luther King Jr. responsible, or to blame, for the changes he made? Was the inventor of the telephone responsible? or to blame? Depends on how you feel about telephones. How do we feel about bombings? Ar the perpetrators responsible? or to blame?
